ACADIA PARISH — A former sergeant for the Estherwood Police Department has been arrested for a second time on new felony charges related to raping a child, authorities said.

Judges from the Louisiana Garden Club Federation Cleanest City Contest were in Crowley Thursday on double duty — to judge Crowley for the State Cleanest City Contest and to present the award as the District VII, Categoy G winner.
